Understanding the public perception on local governance which is usually associated with red tape, the Local Government Unit at the onset of Atty. Alexander S. Belena�s Administration set into motion strategies that would drastically reduce if not totally eliminate red tape. Time and motion analysis was made in areas of concerns that would immediately show positive results. Initially, the One-Stop-Shop Concept was implemented in 2002 to shorten processing time in securing business license from the previous one (1) week to only two (2) hours during the renewal period. All offices involved in the activities were posted inside the City Hall Compound to facilitate processing of documents. Likewise, all offices were required to post their respective workflow charts on areas visible to the public which indicated the services client need, person to be approached and time to finish the transaction. Under the leadership of Mayor Marivic V. Belena, we have come up with the Citizen�s Charter in compliance with R.A. 9485 otherwise known as the Anti-Red Tape Act (ARTA 2007). The Citizen�s Charter will be used as easy reference and guide in availing the different services in the Local Government Unit of San Jose. We hope that through this Citizen�s Charter Manual, the present administration will have its contribution to the promotion of transparency, eradication of red tape in the government service, good governance, and client�s satisfaction.
