Now is the time for San Jose City to reinforce its claim as a converging point of development astride four regions. This is the core of the strategic plan identified in consultation with almost all the groups representing the different sectors of the city. It is only rightful to assert that this planning document reflect the general development aspiration of the people of San Jose City.

As the urbanization rate of the city proceeds at a relatively active rate, the city government finds it hard to cope with development that is largely unplanned. Planning documents institutionalized in 2000, such as the San Jose City Comprehensive Land Use and Development Plan have identified the basic strengths and development initiatives of the city. However, these identified directions have yet to be honed and fine-tuned. This is why at the end of the various consultation processes under the CDS, a common vision developed.

At the end of ten year implementation period, San Jose City will be a major converging point and transshipment area for goods and raw materials coming from four regions - Cagayan Valley, Central Luzon and Metro Manila, Baguio City and Region I, and Aurora. Specifically, the continuing growth of the agri-industrial sector, services, and trading shall form the backbone of an increasingly vibrant and active local economy.

But despite this rational development, a lot of consideration has to be made to promote a policy biased for the environment and the marginal sector of the society. Parallel plan implementation to counteract the ills of fast pased development development has to be continually evaluated and reimplemented.

Concerns regarding low palay production and illegal land conversion, forest denudation, flooding, increasing threat of new development, and opening of new trade routes were identified as possible issues during the implementation stages of the strategic plan. It is already conceptually initiated that a method of complementary land use development be implemented to address the above stated challenges. A scheme called Triangled Growth Area involving three (3) local government units shall be proposed in the future. Economic development will not be the sole concern of the three LGUSS, but shall also seek to address a common advancement problem.
