CITY DEVELOPMENT STRATEGY

Several priority projects have already been initially identified that will need financial and technical support: 1.) city environment code - this will include a comprehensive study in agro-forestry and the growing of indigenous tree species; 2.) research and development for the enhancement of the agricultural sector; 3.) refinement of the comprehensive and development plan; 4.) complementary land use development system; 5.) the city tourism masterplan; project planning and development; 6.) livelihood assistance to marginalized and disadvantaged sectors; 7.) Agad na Serbisyong Bayan implementation - a shotgun approach in the delivery of social services to the city`s 38 barangays; 8.) modernizing the utilities sector - electricity and water; 9.) institutional restructuring and reengineering for the city government; 10.) capability building for Barangay Officials and Sangguniang Kabataan; 11.) one stop shop and implementation of an investment promotion program; 12.) promotion of non-motorized mode of transportation; 13.) feasibility study on local government corporate power enhancement - including local government owned and controlled corporation development; 14.) and city government automation system.

The following projects shall need financial funding in the next ten years: 1.) Development of the city socialized housing site; 2.) demo farm fo the agriculture sector; 3.) road network development; 4.) new public market; 5.) rehabilitation of existing overflow bridge; 6.) construction of new bridges; 7.) development of trading post and "bagsakan area"; 8.) agro-forest site development; 9.) improvement of existing irrigation system; 10.) construction of new health facilities at strategic sites; 11.) processing plants for selected agricultural produce; 12.) dredging of drainage canals; 13.) solid waste management system - engineered sanitary landfill development; improvement of facilities for tourist; 14.) BOT system for power generation and distribution; comprehensive water distribution system; 15.) construction of post-harvest facilities - cold storage and warehousing; San Jose City By-Pass Road Project; and central transport terminal.

Considering the local available funding resources including projected income from local taxes, the estimated cost of projects in need of technical and financial assistance could run to approximately Php 70 million in a span of ten years. While priority projects under the capital investment program will cost around Php 1.85 B, funding will generally come from the Local Government of San Jose, loans bilateral grants, and funding counterpart from the private sector. More than half of the projected cost will come from build-operate-transfer scheme.

Much of the strategies concerning the four basic principles of a sustainable city are not totally encompassing. The limitation of this research was anchored on the fact that it only serves as a basis for further arguments and discussion regarding the future development of the city. As the plan evolves and is implemented, the cyclic process inherent to any planning document should prevail. A yearly analysis and evaluation of its implementation shall have to be made mandatory. A more detailed study of projects enumerated in this plan shall have to be undertaken.

San Jose City has been and will always be a traditional agricultural city. In highly developed countries, cities have evolved from largely agricultural economy to a more stable industrialized one. The need therefore to further strengthen the agriculture sector should be made a priority before any other development ca be considered.
